April 19, 2000
HISTORY will be recorded today when the Guyana Court of Appeal sits in the Ancient County for
the first time.
The Court, constituted by Chancellor of the Judiciary Mr Cecil Kennard and Justices of Appeal
Lennox Perry and Prem Persaud, will hear criminal and civil cases.
According to Chancellor of the Judiciary Mr Cecil Kennard, a ceremonial parade will be held to
mark the occasion.
Attorney General Mr Charles Ramson, S.C. and the President of the Berbice Bar Association, Mr.
Mizra Sahadat will speak at the historic event.
The first appeal to be heard at the Supreme Court building, New Amsterdam, will be that of the
State versus
New Amsterdam Mayor, Errol Alphonso.
That appeal is against the decision of a High Court judge who had held that a magistrate had
acted unlawfully when he issued a warrant for the arrest of the Mayor for his failure to attend
Court to answer an indecent language charge.
Senior Counsel Mr Milton Persaud is appearing for the Mayor while Mr Kaisre Chatterpaul will
represent the State.
