Security and crowd control expert to be sought

ST JOHN'S, Antigua, (CANA) - The new incorporated body West Indies
Cricket Board Inc. held its first Annual General Meeting at Halcyon Cove
Resort on Friday and made the following key decisions:
SECURITY
Security was extensively discussed in the light of incidents during the
Australia Tour. Key issues raised were the need for legislation to
enforce stiff penalties as is the case in Australia with persons invading
the field or causing other disturbances, gate control, effective
policing, public address system announcements, provision of seating for
all patrons and eliminating overcrowding. It was agreed that:
- A security and crowd control expert would be sought to assist the
territorial boards with ensuring that security arrangements are put in
place to the required standards.
- WICB will pursue with relevant governments for the development of
appropriate legislation to assist with crowd control and security at the
grounds.
WICB INC.
- The Board decided that there would be one general meeting annually of
the members of WICB Inc. The Directors would meet as required otherwise.
- The Board also moved the adoption of a resolution for the transfer of
assets from the West Indies Cricket Board to WICB Inc.
- Three Executive Committee members were elected. They are K.H.L. `Tony'
Marshall of Barbados, Richard de Souza of Trinidad and Tobago, and
Chetram Singh of Guyana. They will join the President, Vice-President,
Chief Executive Officer and Chief Finance Officer as members of the
Executive Committee of WICB Inc.
- WICB Inc will publish an annual report every year.
TOURNAMENTS:
- The Secretariat will re-word the rules for player eligibility for the
Board's Test and One-Day teams to ensure greater clarity.
- The NorTel Under-l9 tournament will be held in Barbados from July 13 to
August 6. As happened in 1998, Canada and a NorTel Development XI will be
included in an eight-team competition.
- The Board agreed that the cut-off date for selection for the Under-15
and Under-19 tournaments would be September 1 of the year of the
tournament.
- The Under-15 Tournament will be held in Guyana August 11-27 1999 and
matches will be of 2 days duration.
- Recognising deficiencies in the standard of practice pitches during
home tours, the Meeting mandated the Grounds Sub-committee to establish
minimum requirements for practice pitches.
TOURS
- West Indies will tour Sharjah from October 13-22, 1999.
- West Indies will tour New Zealand from December 1999 to January 2000
playing 2 Test Matches and 5 One-Day Internationals
- New Zealand and Pakistan will tour the West Indies next year for Test
Matches against the host country and will also participate in a
Triangular One-Day Series.
The WICB also formally paid tribute to former Board member from Guyana,
Leslie Amsterdam, who died last month and a minute's silence was observed
in his memory.
