Luncheon breached public service rules
by mounting PPP platform

The 1st Vice President of the Guyana Public Service Union (GPSU), Dr Anwar Hussein has written to the Public Service Commission (PSC) asking that disciplinary action be taken against the Head of the Presidential Secretariat (HPS), Dr Roger Luncheon for alleged breach of public service rules.

Dr Luncheon could not be reached for comment yesterday on the claim.

Dr Hussein in the letter yesterday to the Secretary of the PSC, John Isaacs, said that he had been mandated to take this course of action by the Executive Council of the GPSU.

He claimed that the rules that Dr Luncheon had breached were those which "restrict public servants from public discussion of political and administrative matters".

Dr Hussein pointed out that Dr Luncheon had appeared on the platform of a People's Progressive Party (PPP) rally at Good Hope, East Coast Demerara on March 21 "where he openly engaged in political mudslinging and name calling of members in political parties known to be in opposition to the PPP".

The letter added that Dr Luncheon's behaviour as a top public servant "does not demonstrate political neutrality".

Dr Hussein added that union members are concerned that matters which may have to reach the HPS may not be adjudicated on in the appropriate manner because of this situation.

The GPSU letter said that members were also concerned that Dr Luncheon was able to move in and out of the public service during which time he had mounted a political platform.
