Persaud clarifies position on capital punishment

It said several Government agencies have been bombarded, within recent times, with questions and enquiries in relation to the use or no-use of capital punishment.
A release, through the Government Information Agency (GINA), noted that Information Liaison to the President, Mr. Robert Persaud said the concerns mounted steeply in the wake of the relatively new crime wave.
The statement said the death penalty is the mandatory sentence to be imposed by a judge on an accused person found guilty of murder and treason and is expressly sanctioned in Article 141 of the Constitution of Guyana.
Persaud said, even though His Excellency, President Bharrat Jagdeo has signed several warrants of execution (death warrants), which are prerequisites for executing the death penalty, there has been no implementation because the condemned persons have matters pending before the Courts and human rights bodies.
