The resumption of inter-dialogue may still be some way off as the issue was not brought up when President Bharrat Jagdeo met with Opposition Leader Desmond Hoyte on Friday.
The two leaders met to discuss a proposal for acting Deputy Commissioner of Police, Winston Felix, to succeed acting Commissioner Floyd McDonald to the top post in the Guyana Police Force.
“He [President Jagdeo] called me to discuss one single issue. It was a constitutional one concerning the appointment of Felix and that was all that was discussed,” Hoyte said yesterday when contacted by Stabroek News.
President Jagdeo stated at a press conference at the Office of the President on Friday that he would disclose the issues discussed at a later date.
Hoyte had broken off from the dialogue and the opposition PNC/R has embarked on a policy of non-cooperation with the government.
Hoyte said his party would be conducting non-parliamentary and extra-parliamentary activities and would only be involved in matters constitutional with government. Hoyte had charged that President Jagdeo had not fulfilled several promises he made during the dialogue and stated he would not consider a resumption to the process until they were implemented.
“On the unfulfilled promises, I disagree absolutely,” President Jagdeo said. “I went through every single committee that we have set up and pointed out the efforts made.”
He said because the PNC/R felt that a few persons were not appointed to state boards when the majority were this did not mean that the promises were unfulfilled.
“The framework they are using to analyse progress and the fulfillment of promises...that framework needs to be worked on,” the President said.
“The PNC has held our policemen, our teachers, judges and public servants hostage. They cannot be promoted, they can’t be hired because [the PNC/R] refuse to participate in the appointments’ committee that will chose the people who will sit on the commissions,” the President told reporters.
Some of the dialogue decisions which the PNC/R has stated were not implemented were the presentation in parliament of the policy paper on land allocation, the electrification of De Kinderen, the joint committee on national security and border issues, and the responsibilities of the joint committee on bauxite resuscitation.
