The text of the PPP message noted: "The year 2002 was an extremely eventful one in almost every aspect of life in our country. In the first place, facing a very difficult international economic climate, the Government worked very hard to minimise the negative impact from the unfavourable situation. Many sectors had very good performances.
"Our political situation was also very complicated. This complication was added, due to the increase in crimes particularly after the February 23 jail break."
“What became clear is that some extremist elements have linked themselves with the criminals to use them politically to challenge the democratic way of life in Guyana.
"In 2003 we must resolve to be ever vigilant to defend and protect democracy. This is the only guarantee we have of making social and economic progress.
“In the New Year, with hard work we can advance the economy to a higher level.
"Let us all resolve to work together to put an end to the anti-social behaviour by a small minority in the society. Let us forge ahead and build consensus and unity on national issues in the interest of all our people and our beloved country.
"Once more, we wish you a prosperous and happy New Year," the message concluded.
