Parliament to convene tomorrow

THE National Assembly will meet tomorrow from 14:00 hrs, for a sitting at the Ocean View Convention Centre, Liliendaal, Greater Georgetown.

Included among the issues to be addressed are the State Papers on the Safety and Health in Agriculture Convention, 2001, No.184 and the Safety and Health in Agriculture Recommendation, 2001, No. 192, both to be presented by Minister of Labour, Dr Dale Bisnauth.

The Assembly will also resolve itself in a Committee of Supply, to facilitate a number of motions, including one by Minister of Finance, Sasenarine Kowlessar requesting the approval of proposals set out in the Financial Paper Nos. 1,2,3/2003 relating to Supplementary Estimates (current and capital); and by Minister of Home Affairs, Ronald Gajraj to establish a Special Select Committee to review the public holidays appointed by the Public Holidays Act, Chapter 19:07. The latter is being considered with a view to include Independence Day and the East Indian Arrival Day to Guyana, as national holidays.

Minister of Foreign Affairs, Dr. Rudy Insanally, will also seek the Assembly’s approval for Government’s decision to make Guyana a party to the Agreement with the United States concerning cooperation to Suppress Illicit Traffic by Sea and Air, that was concluded in April 2001. He will also seek approval for Secretary General of the United Nations, Mr. Kofi Annan, to be informed of Guyana’s intention to ratify the prohibition of the use, stockpiling, production and transfer of anti-personal mines and their destruction by the deposit of an appropriate instrument of ratification, as well as the Kyoto Protocol by depositing an appropriate Instrument of Ratification.

Another motion to establish a Parliamentary Management Committee (PMC) with responsibility for the business of the National Assembly will be moved by Minister of Parliamentary Affairs Mr. Reepu Daman Persaud.

The PMC is to consist of five members from the People’s Progressive Party/Civic (PPP/C), three from the People’s National Congress/Reform (PNCR), and one each from GAP and ROAR. The Speaker will chair and will not have a casting vote.
