Consultations on the Inter-American Development Bank (IDB)/Government of Guyana-funded US$1.1M public sector modernisation project have begun.
While engagements have been planned and advertised as public forums with various stakeholder groups, attempts by the media to cover these events have thus far proved futile.
Two Thursdays ago, the panel for the forum included Head of the Presidential Secretariat, Dr Roger Luncheon and Permanent Secretary in the Office of the President, Jennifer Webster as well as members of the project team.
Thus far the group has spoken with members of the international donor agencies, permanent secretaries and heads of government departments in the public sector along with heads of corporations, subvention agencies and semi-autonomous bodies.
The guiding document highlights the need for the public service to play a more meaningful role in integrating and co-ordinating frameworks to improve the economic, social and cultural environment.
With this focus, the aim is to develop a sector that is results-driven and consumer oriented with innovative leadership.
According to the plan, the modernisation design is intended to resolve the current realities of the service, what are the possibilities for the future of the sector and how it is going to achieve its mission, goals and vision.
The modernisation plan offers three courses of action, focusing on the internal and external mission of the public sector, setting out a programme of work that will co-ordinate and integrate the administration of government and the planning and allocation of resources that will generate the capacity to undertake the modernisation of the public sector.
What is hoped to be achieved is a higher degree of customer satisfaction with the ultimate aim being that of a fully satisfied customer population.
This would mean a quality service delivery including a more courteous and timely level of service.
The stakeholder consultations are expected to continue with a broad cross-section of Guyanese society.
