CONSTITUTIONAL REFORM matters for which commitments were made as contained in the May 5 joint communiqué between President Bharrat Jagdeo and Leader of the Opposition, Mr. Robert Corbin, continue to be the focus of political engagements between the Government and the Opposition.
To this end, the PNC/R nominated two additional members, Dr Deryck Bernard and Mr. James Mc Allister to support their high representative, Mr. Lance Carberry in the discussion, on behalf of the Party, Cabinet Secretary and Head of the Presidential Secretariat, Dr Roger Luncheon reported at his weekly news conference, yesterday.
According to him, the high representatives of both leaders are meeting and efforts are being made to put the monitoring mechanism in place, noting that both leaders met recently to continue discussions on additional items in the Communiqué
Reporting on the progress of the implementation schedule of the agreements, Dr Luncheon said it remained “generally intact”, with some Parliamentary matters being implemented and more are being addressed.
He alluded to the Disciplined Forces Commission (DSC), which had begun working and the functioning of the Sectoral Committee, as evidence.
The DSC chaired by Senior Counsel, Mr. Ian Chang with Senior Counsel, Mr. Charles Ramson; Attorney-at-Law, Mr. Anil Nandlall; Brigadier (retired), David Granger and Ms. Maggie Bierne, a member of the Commission for the Administration of Justice in Northern Ireland, as its members, began work on Monday at the Law Library, located in the Supreme Court compound where it has set up its office.
It has been mandated to give priority to its probe into the Police Force and make recommendations within three months, also it will review the ethnic composition of the disciplined forces to achieve greater balance, among several other duties
Said the HPS, “indeed some view, however preliminary, is that the Parliamentary Management Committee is indeed contributing to the smooth flow of Parliament.”
