"I am a little bit concerned that the Leader of the Opposition chose an address to the nation as the forum for raising his concerns, because it does two things: one, it says to the rest of the world what they already believe about us - that we cannot sit down in a mature way and solve our own problems as Guyanese, and, secondly, that rather than use the mechanism that we set in place for the resolution of differences, the Leader of the Opposition chose a public address. All he had to do was to say to me during the several contacts we had over the telephone that 'I am concerned that things are not moving as fast as they should. I think we should have a meeting or urge our high representatives to meet.'"

Those sentiments among others were expressed by Head of State, President Bharrat Jagdeo, during a television interview with Dwayne Fowler of GTV yesterday morning, prior to his departure to India for a state visit.

The President was responding to Opposition Leader Robert Corbin's grievances on the implementation of the May 6 Joint Communiqué and the June 18 Follow-up Agreement, signed by the duo as a result of their constructive engagement process which began on May 2.

For more than a year there was a political stalemate in Guyana, with Government and the Opposition not working together. That was broken when President Jagdeo and Corbin began this process of engagemnt. Several agreements were reached. However, recently in a televised address to the nation aired on Hoyte/Blackman Television Station (HBTV) Channel 9, Corbin criticised the pace of implementation of these agreements.

Among them was the implementation mechanism to cater for slippages, an agreement which states that there will be a review of progress from time to time and should there be a slowing down of implementation at any time, then steps would be taken collaboratively to speed these ups.

Corbin, in expressing his concerns, did not comply with this provision. Neither did he channel such a request through his High Representative to Government's high representative.

"If we go public every time there is little problem between us or make a public statement or I address the nation about these little problems, then we will be undermining the implementation mechanism and we should not do that," President Jagdeo said.

The President pointed out that representatives of both sides met on Wednesday and yesterday to continue their discussions.
