CABINET noted that the Opposition PNCR had increased its efforts at disengagement from the constructive engagement process, said Head of the Presidential Secretariat, Dr. Roger Luncheon.


Briefing reporters on Cabinet's deliberations at its last meeting, the Cabinet Secretary noted that the PNC/R had submitted that the death squad issue was the sole source of their current position of "constructive disengagement."


He said however, that some aspects of the constructive process are irreversible. These include the parliamentary reforms that "have a life of their own, the Service Commissions, the Sectoral Committees, and the Ethnic Relations Commission," which are now fully functional.


Dr. Luncheon remarked the importance and potential of these constitutional establishments have been recognized by Government and various communities, in so far as the public sector investment programme is concerned.


The disengagement is reflected in the failure of the high representatives and leaders to meet, the Cabinet spokesman noted.


He added, "The expectations are that the constructive disengagement that is being protested by the PNCR will be the subject of ongoing discussion at the level of the two leaders."


The constructive engagement process between President Bharrat Jagdeo and Leader of the Opposition, Robert Corbin, marked the restart of fresh talks between the two main parties, following the earlier breakdown of dialogue between the President and late Opposition Leader, Desmond Hoyte.


Apart from halting talks, Hoyte had led a walk out of Parliament, which caused the stalling of the work of a number of Constitutional Commissions.


Fresh talks between the two leaders in February 2003, led to the PNCR's return to Parliament, and the signing of a joint-communiqué on the way forward for Guyana.
